Kính thưa ông,

Chúng tôi xin bày tỏ mối quan tâm sâu sắc về những nhà bảo vệ nhân quyền, hoạt động xã hội, blogger Việt Nam bị bắt và bị kết án tù dài hạn chỉ vì thực thi quyền tự do biểu đạt của họ.

Chỉ nội trong năm nay, đã có hơn 20 nhà hoạt động bị bắt giữ, bị lưu đày hoặc bị truy nã trong đợt đàn áp lớn nhất từ trước đến nay. Nhiều người trong số này bị kết án bằng những điều lệ mơ hồ về an ninh quốc gia như “âm mưu lật đổ chính quyền” hoặc “tuyên truyền chống phá nhà nước”.

Nhiều nhà bảo vệ nhân quyền vẫn còn bị giam giữ mà không được xét xử. Vị luật sư nhân quyền người Việt nổi tiếng Nguyễn Văn Đài bị bắt vào tháng Mười Hai, 2015 vẫn chưa có ngày xét xử. Đáng lo ngại là năm người đồng sự của ông là Phạm Văn Trội, Trương Minh Đức, Nguyễn Bắc Truyển, Nguyễn Trung Trực, và Mục sư Nguyễn Trung Tôn bị bắt giữ vào tháng Bảy và tất cả bị buộc tội “âm mưu lật đổ chính quyền”. Lê Đình Lượng, một nhà hoạt động cộng đồng Công Giáo lên tiếng tranh đấu cho các nạn nhân của thảm họa Formosa, cũng bị bắt giữ trong cùng tuần lễ đó.

Những người được đem ra xét xử trong năm nay thì bị tuyên án tù dài hạn lên tới mười năm. Các blogger Nguyễn Ngọc Như Quỳnh, Trần Thị Nga và Nguyễn Văn Oai bị tuyên án trong các phiên tòa kéo dài có một ngày, chỉ vì lên tiếng cho những bất công xã hội chung quanh họ.

Vào đầu năm nay, Ủy Ban Điều Tra về Bắt Giữ Tùy Tiện của Liên Hiệp Quốc lưu ý là đã có nhiều hồ sơ đệ nạp lên Ủy Ban trong những năm gần đây và thấy rằng việc tước đoạt quyền tự do một cách tùy tiện tại Việt Nam là một vấn đề có hệ thống và lan rộng.

Chúng tôi khẩn khoản kêu gọi chính quyền Việt Nam hãy tôn trọng cam kết của họ với Công Ước Quốc Tế về Quyền Dân Sự và Chính Trị bằng cách thả lập tức và vô điều kiện cho các nhà bảo vệ nhân quyền và các nhà dân báo nêu tên bên trên cũng như các nhà hoạt động Cấn Thị Thêu, Hồ Đức Hòa, Nguyễn Đặng Minh Mẫn, Nguyễn Hoàng Quốc Hùng, Nguyễn Văn Hóa, Trần Huỳnh Duy Thức và Trần Thị Thúy.

Trong lúc nền kinh tế Việt Nam ngày càng hội nhập vào cộng đồng thế giới, chúng tôi tin rằng việc phát triển kinh tế và xã hội bền vững chỉ có thể đạt được qua việc tôn trọng các quyền tự do và che chở cho những người đang làm công việc bảo vệ quyền làm người.

Your Excellency
We express our deep concern regarding Vietnam’s human rights defenders, bloggers and social activists who have been arrested and sentenced to lengthy prison sentences for exercising their right to free expression.
This year alone, there have been more than 20 activists who have been arrested, exiled or issued arrest warrants in one of the largest crackdowns to date. Many of these activists have been charged under vague laws quoting national security such as “attempting to overthrow the state” or “conducting propaganda against the state”.
Many of these human rights defenders remain detained without trial. Prominent Vietnamese human rights lawyer Nguyen Van Dai was arrested in December 2015 with no trial date set. It is worrying that five of his colleagues; Pham Van Troi, Truong Minh Duc, Nguyen Bac Truyen, Nguyen Trung Truc and Pastor Nguyen Trung Ton were detained in July, all accused of “attempting to overthrow the state”. Le Dinh Luong, an organiser within the Catholic community who spoke up for affected fishermen of the Formosa toxic chemical spill, was also detained within the same week.
Those who have been trialled this year have been sentenced to long prison terms of up to ten years. Bloggers Nguyen Ngoc Nhu Quynh, Tran Thi Nga and Nguyen Van Oai were sentenced in one-day trials for discussing social injustices affecting those around them.
Earlier this year, the United Nations Working Group on Arbitrary Detention noted that there have been several cases brought before the Working Group in recent years and recognised that the arbitrary deprivation of liberty of persons in Vietnam is a systematic and widespread problem.
We urge the Vietnamese government to honour its commitments under the International Covenant on Civil and Political Rights by immediately and unconditionally releasing human rights defenders and citizen journalists mentioned above as well as: Can Thi Theu, Ho Duc Hoa, Nguyen Dang Minh Minh, Nguyen Hoang Quoc Hung, Nguyen Van Hoa, Tran Huynh Duy Thuc and Tran Thi Thuy.
As Vietnam’s economy becomes more integrated within the international community, we believe that sustainable economic and social development can only be achieved by respecting freedoms and protecting those defending basic civil rights.
